§Vials in unregulated distribution says unlabelled vials are supplied deliberately "on the reasoning that the label is what makes a parcel identifiable". The practice is documented and its rationale is not secret. What makes the sentence defensible is that it is immediately followed by the consequence — the material becomes unidentifiable to its own recipient and the certificate cannot be tied to the vial.
